I would welcome your opinions on how Google should deal with review spam, as I find this a very difficult question to answer. It could be a case of trying to close the barn door after the horse has bolted, and Google's wiki mentality applies to real-world business that our industry has been struggling with for years.

Whether you list your business or not, it can end up in Google’s local business index, and that means you’re open to reviews (positive, negative, and fake) on the most visible platform possible, whether you like it or not. Since I don’t see any way to get behind this, review spam must be Google’s problem, and they’re obligated to fix it if:

They are committed to their earnings, based on the trust the public feels in their review corpus.
They are committed to user experience, implementing essential technology, and human intervention to protect users from fake reviews.

Knowing that Alphabet's estimated operating income for 2018 is $7 billion, I believe Google can fund these security measures:

Take a bold step and resource human review moderators. Make it a new department within the local department. Google now sends a lot of emails to businesses. If a business experiences spam reviews, have them all include clear contact options to reach the review moderation department. Put the department behind a wizard that walks the business owner through guidelines to determine if a review is truly spam, and if that process indicates “yes,” open a ticket and resolve the issue. Don’t rely on volunteers in the GMB forum. Invest in paid staff to maintain the quality of Google’s own products.
