What is Grey Hat SEO?

Nothing in life is just black and white. In the case of SEO, we can also distinguish between activities that are categorically prohibited by Google algorithms, i.e. Black Hat SEO, and White Hat SEO, which are allowed. However, between them there is also something on the border of legality, i.e. Gray Hat SEO , which is used by some SEO specialists. However, is it worth deciding on activities "on the border" of legality?

low quality content, i.e. a lot of it, but off-topic and with no value for the user.
