Submitting an application for participation in the tender

The method of presenting information and its sequence depend on the type of event you are participating in: an auction, a competition or a request for quotations. Since the beginning of October 2023, customers have begun to post announcements in an organized form: therefore, suppliers now have the opportunity to submit structured requests - tender offers that are created entirely in electronic format (Government Resolution of 08.06.2018 No. 656).

Some information is automatically transferred to the indonesia email database request from the EIS. Electronic trading
To participate in the electronic auction, the following documents must be provided (in accordance with provision 1 of Article 49 of 44-FZ):

confirmation of consent to a major transaction if the performance of the contract is considered a major transaction for the tender participant;

necessary licenses, accreditations, certificates from SROs, if they are required for the execution of the contract, and the customer has established such a requirement;

certificate of compliance with the requirements of subparagraphs 3-5, 7-11 of Article 31 of 44-FZ;

bank details for payment of the government contract;

a bidder's offer for a product, work, or service, including functional, technical, quantitative, and qualitative characteristics, as well as the name of the country of manufacture;

documentation evidencing compliance with legislation regarding products, services or works if the buyer has expressed such a need in the advertisement;

confirmation of the origin of the products, if such a measure is provided for by the rules of the trade regime.


Online competition
In order to participate in an electronic competition, it is necessary to send the customer three parts of the application at the same time, according to the law. The first part contains a proposal according to the criteria set by the customer, as well as specific indicators and the country of origin of the goods.

The second part includes:

determination of support for a major transaction (if required);

universal compliance statement;

details for payment to the supplier;

summary of seller qualifications;

documentation on the approval of conformity of products, services or works with the requirements of Russian legislation (if necessary);

specific permits, licenses, certificates and other documents specified in the notification;

certificates of origin of goods, if such a requirement is established by the rules of the internal market.

The last section displays the contract price proposal. If it is a purchase without a specified volume, then the price proposal per unit of goods, work or service is indicated.

Request for information on quotes
The application must include the following information:

Information about the person applying for participation in the tender. If necessary, a decision on consent to a significant transaction, confirmation of compliance of the activity (permits, licenses, SRO certificates) is provided. A declaration of compliance with general standards and bank details for payment under the contract are also required.

Information about the product, including its characteristics, trademark (if any) and country of origin.

Documents confirming the compliance of goods, works or services with the requirements of Russian legislation established by the customer.

An expression of a price offer for goods, services or work without specifying a specific purchase volume.

Documentation and materials on the requirements of the national regime. Necessary in case of prohibitions, restrictions or special conditions in the published notice.

The exact date and time for the end of accepting applications from potential suppliers shall be indicated in the notice. Bidders may submit their applications at any time from the moment the notice is published until the end of the submission period.
