The territorial public service in 2022: how many employers, what characteristics of the agents?

At the end of 2022, according to INSEE, employment in the territorial civil service represented just over a third of people working in the entire civil service, including both civil servants and employees (including subsidized contracts), behind employment in the State civil service (44% of public employment), but ahead of employment in the hospital civil service (21%). As of December 31, 2022, 1,937,200 agents were employed in the territorial public service (FPT) excluding subsidized contracts (source: Insee): approximately 1,450,000 with the afghanistan phone number list status of civil servants and affiliated as such to the CNRACL, and nearly 500,000 as employees affiliated to Ircantec (hereinafter referred to as "employees"). The profile of these employees is however very diverse: while some hold permanent jobs, many only work in the FPT for a short period (recurring one-off jobs or seasonal jobs). The number of agents who were employed in the FPT during 2022 therefore amounts to 1,215,100, a workforce much higher than that of the approximately 500,000 employees in post as of December 31 (Table 1).

As of December 31, 2022, 1,521,400 FPT civil servants had pension rights not yet paid to the CNRACL (whether or not they were working in the FPT at that date), a workforce that had increased slightly over one year (+0.7%), after +0.9% in 2021. In line with the rebound observed in 2021 (+6.9%) after an exceptional drop in 2020 linked to the health crisis, the number of employees who held a job in the FPT during the year increased sharply in 2022 (+5.6%).
