Reasons for using TIM
One of the areas of activity of ROSDORNII is support of state programs for the development of road activities and ensuring the application of information modeling technologies in the industry. In other words, the tasks of the organization's employees include the creation of a system of regulation and support in the form of regulatory documents.
According to Vitaly Mironyuk, in their work they initially focused on the Order of the Ministry of Transport of Russia dated September 17, 2020 No. AK-177-r "On the preparation of design documentation using information modeling technology". At the same time, he drew attention to the fact that the order speaks specifically about information modeling technologies, and not about information models, as in the Urban Development Code.
When mentioning the country's transport development strategy established by Government Order No. 3363-r, the expert noted that the main project described in the document concerns the creation of digital twins. Order No. 3097-r, which also defines the road transport development strategy, in addition to TIM and digital twins, indicated the introduction of spatial analysis technologies.
Separately, Vitaly Mironyuk noted the Instruction of the Ministry of Transport of the Russian Federation dated 03.12.2021 No. AK-258-pr, within the framework of which ROSDORNII is directly involved in the development of XML schemes and work with the Classifier of Construction Information (KSI), taking into account the needs of the road industry.

When talking about the adopted and developed regulatory and technical documents, Vitaly Mironyuk first of all singled out CTO AVTOДOP 8.6-2016 "Organizational and technological support for the processes of forming information models of highways at all stages of the life cycle", which, according to him, has become a truly "landmark document". In 2023, the standard was updated in accordance with the needs of the company.
The expert then noted two Preliminary National Standards – PNST 505-2022 and PNST 506-2022, the difficult development process of which lasted for three years. He called on the BIM breakfast audience to pay attention to them so that by 2025 a final choice could be made in favor of or against their translation into state standards.
