In this case, you will need to add an App ID using Facebook's Developer Tools .

Open the Business Settings page in Business Manager
Select your account
Click on Apps
Click on Apps and you will see the Add App button
When the Add App button appears, click the "+ Add" button
Enter the app ID
Click Add App
If you don't know the app ID when you enter it, you should be able to find it by looking at the My Apps page in Developer Tools.

Enter the app ID you confirmed here and click Add App, and the Business Verification Status button in the Business Information will no longer be grayed out.

Then you will be able to click.
