What is a tourist tax?

Amendments to the Tax Code will come into effect in Russia on January 1, 2025 , according to which regions and cities of federal significance have the right to introduce a tourist tax. Also, in 2025, the tourist tax will be levied, in particular, by Altai Krai, Krasnodar Krai, Kamchatka Krai, Vladimir, Kaliningrad, Leningrad, Moscow, Murmansk, Nizhny Novgorod and Sverdlovsk regions. In total, according to the Russian Union of Travel Industry, 754 municipalities in 63 regions of the Russian Federation have introduced the tourist tax since January 1, 2025. By the beginning of the tourist season, their number may well increase, since the law does not provide for any restrictions on the timing of the tax adoption.
