In modern conditions, the system is gradually moving to a mobile first index, when the mobile version of the resource is analyzed first, where hiding content is necessary to facilitate work and simplify the interface.
Google understands this and adequately perceives "hidden" content in mobile applications, but manipulating the results and violating the rules is still unacceptable. Differences in site navigation for PCs and gadgets will also not cause complaints from the system, since they are already becoming the norm.
