My suggestion would be to start with a broad set if you possibly can. If you have the budget, replace it with something that is driven by clickstream data, like Ahrefs or SEMrush or Keyword Explorer . Even Google Search Suggestions and Related Search, as well as Google Trends, are better at capturing more of this.

I think it's just because AdWords hides a lot taiwan number data keywords that they don't consider commercially relevant. It's very inaccurate, especially volume data. If you're actually building an AdWords campaign, volume data gets a little better in terms of its granularity, but we found it was still very inaccurate compared to this campaign.
This is very inaccurate, and it lacks important metrics, including difficulty and click-through rate percentage, that you've learned to effectively prioritize keywords.
