New environmental requirements for owners of cars older than 10 years came into effect in Russia on February 1. Drivers who violate them face a fine of two to five thousand rubles. But in reality, it's not that bad.

No changes have been made to the Russian Government Resolution No. 1434 of September 15, 2020 since 2023. This document, which regulates the requirements for technical inspection and condition of vehicles in paragraphs 9.1 and 9.2, specifies the CO₂ content standards for each environmental class of vehicles. The list of faults with which a vehicle will not be allowed to operate has also remained unchanged.
Reasons for refusal to issue a diagnostic card may include a crack in the windshield, emissions that do not comply with the vehicle's environmental class, any changes in the vehicle's factory design, some types of tuning, cracks and chips on the wheels, worn tread patterns on the tires, non-functioning brake lights or headlights, etc.
The terms also remain unchanged. Thus, a diagnostic card is not required to purchase MTPL and this does not affect the price of the policy. Owners of passenger cars used for personal purposes do not need to undergo a technical inspection. A diagnostic card will be required when registering a car older than four years, when re-registering ownership, when making changes to the design of the car, when detecting faults that pose a threat to traffic safety, and if you just want to check if everything is in order with the vehicle.
